I have even heard people say FEMA told them the doors have to open in.

The reason is, in-swing doors are weaker than doors that swing out.

It would be easier to knock the door in with an in-swing door

than an out-swing door. Simply put, out-swing doors are stronger.

This is a reoccurring problem with in ground storm shelters.
